ENVIRONMENTAL STUDIES & ASSESSMENTS

The American Society of Testing Materials (ASTM) has developed a standard for Phase I Environmental Site Assessments. This document was developed by the ASTM because of the demands of the Superfund Act. Kary Environmental Services, Inc. (KES) has conducted hundreds of these ASTM Phase I assessments.

The federal government under the National Environmental Policy Act (NEPA), and subsequent court rulings has defined an approach to develop Environmental Assessment on properties subject to governmental control. This has led to Environmental Impact Statements (EIS). Personnel from KES have been project managers on major federal projects requiring development and acceptance of Federal EIS.

KES has developed environmental studies and defended these studies before state, local and federal agencies.

INDOOR AIR QUALITY

Indoor Air Quality (IAQ) is an issue in buildings that Kary Environmental Services, Inc. (KES) has been working on for over 25 years. In some cases, OSHA standards (PEL) are involved but in many cases the PEL’s are observed but the building has been classified as a “sick building” and much further study is mandated.

KES has developed an approach to IAQ that involves interviews, site inspections, selected measurements of CO2, temperatures and relative humidity that in many cases allows KES to solve your IAQ problem.

KES is certified by the American IAQ Council.

INDUSTRIAL HYGIENE MONITORING

Industrial Hygiene studies have been conducted for employees exposed to chemicals. Breathing zone samples have been taken for a variety of chemicals to determine if occupational exposures come into compliance with the Occupational Safety and Health Administration (OSHA) - Permissible Exposure Limits (PEL). In some cases where the PEL is not acceptable compliance with other recommendations are evaluated. These involve the American Conference of Governmental Industrial Hygienists (ACGIH) Threshold Limit Values (TLV) or the National Institute of Occupational Safety and Health (NIOSH) Recommended Exposure Levels (REL), and good standard business practices.

Where compliance is an issue, KES develops compliance programs. Where necessary engineering controls are recommended, administrative controls such as standard operating procedures (SOP) are developed or Personal Protective Equipment (PPE) is recommended.

INVESTIGATIONS

Kary Environmental Services, Inc. is asked frequently to conduct investigations involving the forensic reconstruction of an accident or an event. These activities usually involve working with law firms to enable KES to render opinions after the fact. We have conducted many of these forensic studies and have successfully defended our findings.

OSHA / EPA (RCRA) AUDITS

Because of the regulatory climate industry frequently is required to develop compliance programs. When Kary Environmental Services, Inc. (KES) conducts an audit we:

  1. Review any existing program.
  2. Review what the regulations require.
  3. Observe actual operations.

PHASE I ENVIRONMENTAL SITE ASSESSMENTS

Kary Environmental Services, Inc. (KES) has been performing Phase I Environmental Site Assessments (ESA’s) in Arizona and across the southwest for over 20 years. KES has contracted with private, industrial, lending institutions, legal firms, Indian tribes, architectural firms and land development companies as well as local, state and federal agencies to perform services dealing with property refinancing, transfers and exchanges. Property types range from undeveloped to fully developed. Property sizes range from simple residential to thousands of acres planned for development. KES conducts all Phase I ESA’s in accordance with ASTM standard E-1527-00, Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process. Additional non-ASTM standard work scope items such as limited compliance reviews, asbestos, lead, radon, pesticide, archeology, rare and endangered species, and microbial screening are also performed according to the needs of the client.

The Phase I process includes a review of available reports and records, a site reconnaissance, interviews with property owners and government officials, and preparation of a report. Our standard fifteen working day turn-around for individual Phase I ESA reports can be modified to better fit the clients needs.

A final report is prepared that includes all information obtained during the records review, site reconnaissance and interviews. The report includes photographs of the site, a vicinity map, a site plan and aerial photographs. KES will also submit comments and recommendations for any additional work either under separate cover or included in the report as directed by the client.

PHASE II ENVIRONMENTAL SITE ASSESSMENTS (SITE INVESTIGATION)

These investigations have been performed for governmental agencies and private industry. The magnitude of the investigations have ranged from limited sampling following Phase I ESA’s to full-scale remedial investigations at National Priorities List (NPL) and CERCLA sites.

Kary Environmental Services, Inc. (KES) personnel have extensive experience performing site investigations using conventional investigative techniques, such as surface geophysical surveys, soil gas surveys, soil borings, and the installation and sampling of groundwater monitoring wells. KES also has applied innovative and cost effective techniques for soil and groundwater investigations usually required initially to determine the vertical and horizontal movements of contaminants in the environment.

Various delineation techniques have been conducted in conjunction with an on-site mobile laboratory for rapid analysis of soil and ground water samples. These innovative techniques have allowed rapid evaluation of site conditions, while reducing the overall cost of the site investigation.

KES currently provides services to federal, state, county, municipal, and private industry. KES has prepared hundreds of Sampling Analysis Plans (SAP’s), Quality Assurance Project Plans (QAPP’s) and Health and Safety Plans (HASP’s) as required for Phase II projects.
